Are entertainers allowed at Gaslamp hotels?

PB is great for bar-crawl-style nights and group rental homes near the beach. It is less hotel-friendly than Gaslamp but cheaper and more relaxed.
How early should I book?

Do you cover Tijuana day trips?
We book on the US side only. Many groups do a Tijuana lunch run during the day and return to San Diego for the evening - that works fine but the entertainment booking has to stay in the US.
